Louisa is a Senior Associate specialising in all aspects of EU and UK competition law, including merger control, State aid and anti-dumping. She advises across a wide range of sectors, including pharmaceuticals, patent pools, media and entertainment, sport, telecommunications, real estate and life science. Louisa has been recognised as an Associate to Watch in Chambers and Partners Legal Directory in 2013, which states "Louisa Penny garners praise for an effective approach that is 'adaptable to client needs'" and also 2014, which states that she "delivers work in an understandable manner and always has a commercial view".

Louisa has extensive experience in contentious matters, including both European Commission and OFT cartel investigations, and regularly represents clients before the European Commission and the European Courts as well as the UK competition authorities and Courts. She advises on all aspects of defending competition investigations, including dawn raids, leniency and responding to Statements of Objection. She also advised on the first Article 9 commitments decision to be taken by the European Commission with respect to an industry body.

In addition to significant behavioural experience, Louisa has notified and gained clearance for a number of mergers from national and international regulators, and advises companies and trade associations on day-to-day competition matters, including commercial arrangements, block exemptions, compliance and strategy. Louisa also advises in relation to State aid issues, from the point of view of each of the recipient, the grantor and competitors on the market. Louisa regularly contributes to legal journals in the UK and provides training on a range of EU and UK competition matters.
